Did you guys write CIO about this? If yes, did you get a response?
I'm still waiting for an answer to my email.
The first response i got:

"...Upon review of your file there appears to be nothing adverse. The E-CAS system can take some time to update..."

and the second after that: ....Thank you for the email that you recently sent us.
We have contacted the responsible office and they are looking into the issue. We will communicate with you again once we receive more information....."

I typed "We were not able to identify you using the information you provided" in Google search and looked up several links, forums and posts related to error message we get.

It appears that some people are not able to access their ecas status updates. At least one reported to have been approved ( sent passports to local VO ) without EVER being able to access ecas status updates.

Among various reasons (and theories) sited:

a)Incorrect spelling of name or erroneous input of COB.
b)Some people who were born in England and selected UK as COB on ecas log in page weren't able to check ecas without entering "England".
c)At least one poster reported to have been able to log in after writing the FULL name ( first name as well as the last name and not just last name, even though others specifically suggested to enter the last name only).
d)Still others suggested that if at the time of filing the applicant specifically requested the status updates NOT to be posted then CIO would never make the status updates accessible (since we applied through immigration consulting office, there is possibility that our reps made such request, but am not sure about it. How many of you who can't access your file filed through imm. consultant?).
e) host of other technical issues ( CIC site being updated , the Sydney, NS not unitizing ecas, lengthy (up to three weeks) delays before status updates show up and etc.

Regards,

guys may I know your opinion on this one. I got this from the CIC website..

BackgrounderA Tale of Two Skilled Workers: Impact of Proposed Immigration Changes
Monisha :

Physiotherapist
Uncle in Canada, spouse has MA
Basic English skills
Current Selection System: Monisha is selected

Her professional knowledge is solid, but with only basic English proficiency she is unable to write Canadian certification exams and would be unable to practice her profession.
Proposed Selection System: Monisha is not ready and would not be selected

Has same level of English as Józef, but not sufficient for her skill level. Monisha is ineligible until she can improve her language proficiency.
Józef :

Carpenter
Arranged employment in Canada
Basic English skills
Current Selection System: Józef is not selected

Even with a Canadian employer who wants to hire him, Józef falls short of the pass mark.
Proposed Selection System: : Józef would be selected with the changes

He has a job lined up. His basic English allows him to respect safety requirements and he will not be limited to employers who speak Polish.

Question--

Does this mean the english language proficiency should always be at par or more to his skill level? So, even if you dont make the 67 mark, as long as you have a job offer and your english is at par with your skill level, youll be okay.

No, they don't have to be notarized. I also have to send to my VO the copy of my daughter's new passport. I asked VO if the copy has to be notarized and they answered that there is no need. i can send the copy by e-mail (scan) or just fax it.
Dear Cay_sha & Kpkinnera,

It is not mandatory to notarize the copy of documents, but it is always helpful as it helps in the VO to confirm the authenticity of the copy of the document and removes any chances of them reverting back because of any doubt and in turn reducing your application processing time.

Also, it is not difficult to get your document notarized... So why take chances. :)

I believe this just means that the level of communication needed to work in Canada should be equivalent to the kind of job that you will be doing. Just like in the given example, how can a doctor explain the physiology and the required treatments for a disease to a patient if he or she can't speak the language well? In the other example, a carpenter, even without the required amount of education, can actually perform his job to the utmost satisfaction as long as he understands the safety issues required to do it.
