Special congrats to you engy ,as you are the first to receive a reply from Cairo VO ,but I have a question about the part that mentions a refund after eligibility review,as I thought this was already completed at CIO.Can you please explain, and what's all this about 24 months?
I thought that was for the pre june applicants.It would be so nice of you to post the AOR.

My only thoughts about "visa office eligibility review" is that it refers to the portion of work left to do before medicals are issued - i.e. background checks. Are the documents and work experience letters authentic?

If this is the case it's a bit poorly worded, since it is very clear that CIO perform the final eligibility review. But currently the process on the CIC site DOES say that the next stage is "Visa office eligibility review complete".

But ECAS is very erratic and seems to be working differently for difference users and visa offices.

Just one small confirmation here. Don't you think that though the website (the link under your status in ECAS) shows "the next stage is Visa office eligibility review complete", this line of processing could also be meant for Pre June 2010 applicants. And that there is no separate line of processing for post june 2010 applicants still formalised, and also they could be following similar to what our guesses have been so far..

This striked just because i read a post that someone was asked to submit phohotgraphs alongwith in the 2nd AOR.
