the above appears to support your 'gut feeling' timing. I know this is purely speculative, but my guess now is there would be another week on tidying up pre-26 June files, then little re-grouping, induction session on post-26 June process and another batch of AORs just like first CCs/BDs charges, say within 3 weeks which makes it around mid October

Also initially i thought you had sent a demand draft, because i have a similar issue, the bank made a problem in my draft. I am still waiting for the my application to come back....guess the snail mail will take 3 weeks to reach Asia.

CIO Received it today (It takes 3-5 business days to get there)
The reason i said i had same problem as your's because i was talking in the sense of error made by bank. But it is not different from your issue.

I called CIO for second and third time :
They told me that encashment means that they have started processing your app. 10 weaks after encashment they make decision and you can expect your AOR .IT means 11th of nov for me. I asked about recent delays , they told it is due to high volume.
