Application was approved and a passport request letter was sent but never arrived

Hello everyone. I found myself in a very odd situation and would like to see if anyone else ever encountered a similar issue.

I arrived in Canada as a PNP nominee on a work visa. Initially applied for PR on PNP basis by the paper method from outside Canada. Application processing started in January 2017. Online Client Application Status shows DECISION MADE status for over a year now, but I never received that decision. Both current home address and current mailing address are correct. I had to extend my work visa for another year, waiting for that decision letter.

I contacted the processing office in Europe responsible for our application review via email, and they replied that the application was approved in April 2018, and a passport request letter was sent in May 2018. But I never received that letter, and both current home address and current mailing address are correct, as I mentioned before.

Nobody is replying to my request to send this letter again, and I have a feeling that it also has an expiry date, which is most likely is due after two years. I'm devastated at this point and don't know what to do.

Have anyone faced such a problem before or have an idea regarding my further steps? Any input is highly appreciated.

I would try to contact CIC through web-form with all detailed information about your case (if possible, your UCI number, resident permanent application number, etc..). They would answer you in until 5 work days.

https://www.cic.gc.ca/english/contacts/web-form.asp (go for the button in the bottom of the page 'Tell Us More', there will be options to select if you did the application inside or outside Canada to drive you for the correct webform --> if u used this to contact your processing office in Europe and they didn't replied, I would give a try to use the webform for 'inside' Canada and put a note that you already tried to contact processing office but didn't received a reply).

You're welcome. I hope this is successfully solved and you get your PR card soon. Please let us know the outcome.
They may take a little more of 5 days because of Covid-19, but they will answer your inquire.
