who ever maintaining the file.. should not make is editable for all.. There're dumb people out there which "miss-use" it. I've done the same mistake in the past.. So it's better, who created, maintain it too.. Get Idea from the following file.. I maintained it for a while..

as the list is growing and in order to protect the file from unwanted misuse its been restricted to edit by evrybody but can be viewed by all.
