yeah may be but also number of applicants from Pakistan are huge including afghsnistan applicants so it wouldn't be easy for china or indian chc to handle us as there services already very poor

No their services are good CHC Dehli average time is 3 weeks and CHC bejing is 4 weeks but the fact is that Pakistani applicants are huge so might not be possible for them to accommodate us.

Whenever you want. But it is advised to file your case strong for the next time. In your SOP write a line or two about why you withdraw your previous application. Reason might be I wanted to join a good university, home ties/ family issues needed some time to settle things etc.
