Hello all and my apologies for the absence. I was "rushing out the door" on my last post and then have not posted since. :D

So, I heard back from the minister's office (USELESS) tried to get some help from a few of the call centre agents (USELESS) and tried to use the web form (USELESS).
Most MP's and their staff members know less than many people on the forum. So I resubmitted the package with a very detailed cover letter to the attention of a "senior level manager" explaining the mistakes, cross referencing what they said in their letter to the application and provided them with all of our previously successful application numbers. Just to try and give them some context that my pattern of submitting documents has been complete and correct 4 times in a row. Not that I can't make a mistake but I know how they work so I am extra careful with them. I pray that our file gets to someone's desk who has some common sense and a bit of empathy.

So we will see what happens and I will come back with an update once I hear anything. In the meantime we can rest assured that he will still be eligible in October once the age changes again so at least that is a bit of a relief. However, if they do not accept this re-submitted application it means that they (CIC) have essentially added a delay of an extra 12-18 months to the existing 16 months processing time. Pure carelessness, hopefully not intentional; however, we will never know.

Thanks to all of you for your suggestions and support. It really helps. Blessings.

Hello simpsol22 and everyone else who offered encouragement and support regarding the situation with my step-son's PR application being mistakenly returned to us as "incomplete" when it was not. Sorry about the delayed follow up but it has taken this long to be fully resolved. After submitting a very detailed letter as noted in the post above someone at Case Processing Centre -Mississauga (CPC-M) finally picked our application up and started processing it!!!!! We got a letter confirming receipt and asking for a police check and a Schedule A. So I was finally able to link the paper application to an online account because we now have a UCI and application number from being properly logged into their system.

Then less than a week later we got another letter from them asking which category of dependent did he fall into because he was 18 years old when we submitted his app. on Jan. 12/2017 but he turned 19 on Jan 22/2017 and with all of their screw-ups the second submission date was May 9/2017. So I dug up the FedEx signed proof of delivery pdf that showed the first submission was received by CPC-M Jan.12/2017 and uploaded that to the web form saying very briefly - "oh here is the proof of delivery and the error made by CPC-M was already corrected at your end and we have submitted the additional documentation requested already, thank you". Then I prayed that the first person who corrected the mess would have things processing already so that the second person who was starting to sniff around would be satisfied with that brief explanation and happy with a piece of paper to check off their task list. And it worked!!!!! In less than a week (one week ago actually) I received an e-mail saying,

"Good day,

Thank you for contacting Immigration, Refugees and Citizenship Canada (IRCC).

We verified the information you provided and are pleased to inform you that everything appears to be in order with your application. It is still within the regular
processing times.

Rest assured that you will be informed as soon as a decision is reached or if additional information is needed. Sincerely, Immigration, Refugees and Citizenship Canada"

I had to laugh at them being "pleased to inform me that everything appears to be in order with your application" it was never out of order at our end!!! So be persistent and keep good records and pray!!! Thank you everyone and I hope this is the happy ending to the story other than hurrying up and waiting now. ;) Blessings.
