I agree that for some offices it is an actual strategy. Same thing they do for TRVs. Refuse, send out form letters, "pretend" that you did not satisfy some of the requirements, give you some hope that if you do provide the additional documentation they "said" was not satisfactory, then you may stand a chance on round 2. Of course you have to pay the fees again......hmmmm......nice money grab for CIC then on your next attempt gets refused as well. Happened to us 4 times.
Most recently the TRV apps I did for my step-children to visit were all approved but now the Visa Application Centres (VACs) are onto the money grab and they tell you that you must pay a processing fee to them for them to send your app. to the local Visa Office (VO) - even if you did the whole application yourself (which I did).
Well in our case the VO (Canadian High Commission) in Port of Spain does allow the applicants to drop off and pick up the passports the same day (for TRVs) but the VAC that is less than a mile away wants to charge money to applicants for them to take the passport to the VO and "pick it up for you" and it will take 5-10 business days. It actually says this on the VAC websites and nowhere does CIC correct this information.
