I agree that for some offices it is an actual strategy. Same thing they do for TRVs. Refuse, send out form letters, "pretend" that you did not satisfy some of the requirements, give you some hope that if you do provide the additional documentation they "said" was not satisfactory, then you may stand a chance on round 2. Of course you have to pay the fees again......hmmmm......nice money grab for CIC then on your next attempt gets refused as well. Happened to us 4 times.

Most recently the TRV apps I did for my step-children to visit were all approved but now the Visa Application Centres (VACs) are onto the money grab and they tell you that you must pay a processing fee to them for them to send your app. to the local Visa Office (VO) - even if you did the whole application yourself (which I did).

Well in our case the VO (Canadian High Commission) in Port of Spain does allow the applicants to drop off and pick up the passports the same day (for TRVs) but the VAC that is less than a mile away wants to charge money to applicants for them to take the passport to the VO and "pick it up for you" and it will take 5-10 business days. It actually says this on the VAC websites and nowhere does CIC correct this information.

Another one of my "causes" to attempt to correct........very busy with CIC complaint work :D

In your case submitting online can be one step ahead of the paper applications because they are still offering you a faster alternative to resubmit online. In our case we cannot do that, it is not an option for paper applications, even though it could have been if our application was properly processed and logged into their system.

Hahaha! Starting to wonder that. During CIMM meetings Jenny Kwan was addressing the issue and saying how they shouldn't be returning for minor mistakes....when they could just ask for the 1 or 2 documents they feel are missing, instead of taking them out of queue. But then of course when they release the new spousal sponsor apps, it clearly states, "incomplete" applications will be returned.

I have been afraid of this happening. The new times announced by the government are going to be based on a complete application.
Same thing with the visa office timelines. Now they say applications from every office should be done in about 12 months, but again, I suspect that the 'difficult' offices will just see this time upheld by asking for more documents from applicants. Once they do this, the application is no longer a straightforward application, and so a longer processing time will be OK, according to the government.

I have suffered a very similar issue, submitted my application for spousal vise and they rejected and returned the application stating missing documents that were in the application.

I contacted my MP who was able to make a call to the contact centre but was unable to get any more info than we had gotten when we called ourselves.

We filled out the complaint form on the IRCC website but had no response yet.

We were able to contact the Privacy commissioner through our MP where we have made a formal complaint which they are investigating.

The problem is there is no one making IRCC accountable for these mistakes and it is affecting so many people who just want to make a new life for themselves with their families in Canada.

I'm sure they do that, in a way, with those "bulk requests" they send. Also, I can believe they are now being stricter with document requirements (they are pretty specific now) so if you ARE missing something, or do have to prove something, like you say, that automatically takes it out of the time queue and in the end, makes their times look better.

However, how does that quote go? "Never attribute to malice, that which can be reasonably explained by stupidity." -- I think it is also likely they hired new people, and are rushing, so more mistakes get made.


I think the lesson for anyone applying under this new system is to make sure you have everything perfect, look it over, get someone else to look it over, and take pictures (or at least photocopies) of it all.

Love the quote :D. However seeing as my app. was returned intact, even with everything they asked for, and we have a photocopy, I am not sure if taking photos is a definitive method of proof either. It would be interesting to figure out how to create some way of ensuring that CIC could be held accountable for their own errors. All suggestions welcome!

Sure makes me even more thankful I submitted the old way. I really feel for everyone in the new system with a bunch of hirelings that have no clue which way is up. Try to keep your heads up, it's a stressful enough process without a bunch of errors on the governments side adding to it.

Funny thing is I did submit the PR application the "old" way. Prior to this I submitted 3 TRV applications online the new way and no problems whatsoever. Got these turned around and approved in record time. So it's kind of hit and miss.
