Application of Work Permit for (LCP) outside your home country

:) hello anyone here can help me about my inquiry:
Regarding the application of work permit for Live In Caregiver to Canada, among few of Asian Countries: Indonesia and Canada have the shortest time in processing of Work Permit to Canada (Indonesia for 4-5 weeks and China for 3 months). I just want to know if the Canadian Visa Office in Jakarta is accepting an application from a foreigner of their country. I have emailed the canadainternational.gc/indonesia and they referred me to VFS Global of Jakarta, and the VFS global replied that they are accepting all visa applications from all applicants, but they did not mention and made particular if this is applicable to all nationals or residents of Indonesia only and/or foreigners holding a temporary visa only (Social Culture visa or Kitas Visa), and this makes me worried now :'( I am from the Philippines and I am attending a French Language Course in Jakarta for 8 weeks only and I am holding a temporary Social Cultural Visa only, do I need to stay 6 months or a year before I am legible to apply to Canadian Office in Jakarta? Would there be a question of my residency upon my application here? :(
With regards to China or Hongkong/Macau, I believe the visa officer/s wants all foreign applicants of these countries to have the residency of at least 1 year before the day of the work permit application. So I am choosing Indonesia as there are no information whether i have to stay at least a year before I can apply and besides the process is shorty, unlike in the Philippines that has a lengthy process (max of 2 years). :eek:
Can anyone from here help me with this inquiry, I have been searching Indonesian who have arrived in Canada and working there as a Caregiver, but I can't get hold of one. I appreciate anyone's reply.. Thank you. :)

Processing of Visa for LCP in the Philippines now is just 4-6 months. you can submit your application in Indonisia if you are allowed to file your application, in case you needed to go back to your home country and they needed aditional document or passport request they will just notify you by email

???Mylady 833 :-*, thanks for your prompt reply, however from where or whom did you learn that it only takes 4-6 months to process LCP in the Phils, was it been changed to that short period of time now, can you give me the link, because I've just visited the site in the Cad Embassy in the Philippines, its still 24 months even the documents are complete.
Does someone had applied recently and took only a maximum of 6months there? Or this a change rule now for the LCP process in the Philippines? Can you advise please. Thank you again :-*

Read from LIC 2014 PR applicants, some of them have a relative or friends who have applied for visa in the Phils recently and their timeline is 4-6 months. I will try to search the OP who had posted her sister's time as LCP applicant in PHils.
