You need to use the date which the system would accept and write a letter of explanation mentioning the discrepancy as you applying from outside Canada.

Is it allowed to apply from outside of Canada, we're living in US for last one year. Closest I see on the IRCC website on this topic is "Yes. You can leave Canada after we receive your application." However, there is nothing which talks about apply outside of Canada

They don't explicit mention it but still process such applications. You should understand how controversial it will be if they explicitly mention it on the website.
