My immigration case was received on Feb 2017 inland through spousal sponsorship, it’s been more than 12 month now, my status still shows checking backgrounds, it looks like they haven’t started review eligibility yet.
Does anyone know what might cause the delay, what is the next status going to be? :(

There could be many reasons. Hard to comment without knowing the full details of your case.

The posted processing times are just estimates. Depending on where someone is from and where they have lived, background checks can take a while.

i agree with @scylla , some countries' security agencies are harder to get a hold of therefore processing takes longer. i'd recommend to get your MP to contact IRCC to make sure everything is on track.

When did your background check start being processed?
 
Should be ok. I think they are just overworked and swamped. I hope everything turns out fine for you Cindy.

MPs have a separate line to contact IRCC, so they won't have to wait 30-40 min to speak to a person and you won't have to wait 30 days for your notes.
