She needs a full time job offer from an employer in Canada and that employer needs to obtain an approved LMIA. She will also need to look into any potential certification required to work in such a role in the province she wants to work in.

What visa does she have given you having a study permit does not confer any rights on your mother to enter the country to accompany you for the duration of any study permit ? As per above posts she would need to apply separately in her own right.

Yes, I am 16. So my mother has to apply on her own. But is there any way we can apply jointly, even if it's the money for the application we pay together, just to show she's my mother and I'm a minor? We really don't want to get a custodianSo just for clarification you are a minor
