OK I see, and with international experience is meant any work experience outside Canada that is type 0, A or B.
And also you did not state your spouse education (from high school up it can bring you points).
As for your education, you need ECA results (it does not matter how famous your school is, all it matters if ECA sais it is Master or not.) And also do you have any second university diploma (at least for 1 years studies), that would give you more points on transferability.
would you do following, you can get few more points just to cross 400 points and become visible for Ontario human priorities:
1. Your spouse shall improve her English a bit and retake IELTS in order to get more points (that can give you 3+ points)
2. ECA of the diploma of your spouse (high school gives 1 point and anything above including trades gives more).
3. Learn French to get points for second language
4. get 1 year of University diploma to get more transferability points for 2 diplomas
5. recheck years of your work experience, if you get 3 or more years, you will get full transferability points for that.
