Now are there any due with MR requests for nov/Dec'13 PER...
Coz I did get my PER on Jan'14...so just curious to know whether are there any pending MRs in between...
And in the same lines, what would be the possibility of getting my MR request before end of this year....

I got PER in March 14. As you will be asked MR and PCC, let up date. In my option, Vienna VO wakes up now, they will do the process promtly. Now the processing for applicants who got PER in both October and July. This suggested that the number of applications are not much. We could entirely expect to get the news in front of new year, excepted they make the break for rest probably.
