and fees is 3100 for an adult ( http://www.canadainternational.gc.ca/india-inde/visas/fees-frais_med.aspx?lang=eng&view=d )

I think there is something wrong in your calculation, please see cost of medicals per person in India is avg Rs3500/- - Rs5000/- inclusive of all.

CHC send invitation for CIIP or we have to get register online to attend CIIP.

In my case the CIIP letter .pdf was attached win the mail via NDVO....
We have to do registration via following the hyper link in the letter...i.e
www.newcomersuccess.ca
I have not tried it....So you can try it following the link

I was busy in preparations, m landing on 21 sep-toronto,any one on same day can share theri details.
