Your question is confusing...

Did you already applied for FSW under PHD scheme ?
In order to land in Quebec you need to have CSQ/PEQ anyways.

I want to know if I can send my application next January with the Phd stream or the Exress entry ?
Does the TA/RA count as work experience or not ?

Like our friend said, the trick only works for the airliner/coach agents. At the port of entry you must satisfy the officer that you are a permanent resident of Canada. In the absence of a valid PR card, you are deemed a foreign national unless proven otherwise. This means that you should at least present your CoPR. The officer will check your status in FOSS and verify that you are indeed a PR, and will then admit you. In case they asked, you could explain that you didn't have enough time to apply for a travel document etc.

Unfortunately, the PhD stream doesn't exist anymore. You could apply using the EE system under the FSW, if you have accumulated at least one year of full-time work (or equivalent continuous part-time).

Your RA work, assuming it's been continuous and is enough to meet the minimum hours, qualifies you for applying under FSW (i.e. you have the minimum requirements with respect to work experience)... however, because your TA/RA has been concurrent with your full-time enrollment in school, you will not be awarded points for it in the comprehensive ranking system.

Your other options, if you're interested in living in Canada permanently, are PNP after graduation, or Express Entry/CEC once you gain 1 year of full-time Canadian work experience (again after your graduation).

Your question is again confusing. Take everything as simple as possible. If you have already submitted your application and it is under process, then this program is for someone who INTEND TO LIVE OUTSIDE OF QUEBEC, officer might be asked you the proof. If you do not want to live in Quebec, there is no point of applying for CSQ, which you do not need.

In any case, if your application is refused, you can apply for CSQ later (before or after your study, in that case, Study FRENCH hard).

For landing, many people suggest NOT to land in Quebec with Quebec address. It is better to land out of Quebec (say Ontario). If you try to land in Quebec, officer thinks you INTEND TO LIVE IN QUEBEC, and ask for CSQ and puts you in trouble.

Hope this clears your confusion. If your application is in process, think about landing later on. It is very easy and straight forward.

Can you share your timeline? Like your application date, PER date, and other document request dates?

But in this case I may be refused to get in the country even though I am a PR?

Well, you have waited long time to come on this stage, I suggest not to do any mistakes until you get a PR card. If you have to leave the country, you better go and when coming back do landing formalities.

It depends on how fast your security and criminality check complete. For people around me, it takes from 2-3 weeks to 3 months to 6 months to 1 year depending on individual person, the country of origin and number of places you lived in.

If a traveler claims to be a permanent resident at the POE, the officer has the responsibility to investigate whether their claim is true, even in the absence of ANY documents (for instance if they have lost their CoPR and PR card at the same time in an accident or theft etc.) If it is established, based on the documents the traveler presents and/or their investigation (=on their database) that they are a permanent resident, they must be allowed in the country. The only exception is when the traveler needs to be arrested because they can pose an imminent threat to the security of Canada or they have committed a crime that warrants their immediate detention, which I'm sure doesn't apply to your case :D

Also note that the enforcement operational manual of CIC/CBSA lists the CoPR as a "satisfactory" indicator of PR status for POE examination purposes.
