Hi guys

I sent in my proof of funds (requested June 10th) a week ago to Ottawa. The next day I got this email from them:

I am writing you this letter to express my serious concerns regarding your application for permanent residence in Canada under the Canadian Experience Class.

As per Regulation 75(1) of the Immigration and Refugee Protection Regulations, the Federal Skilled Worker Class is prescribed as a class of persons who may become permanent residents on the basis of their ability to economically establish themselves and who intend to reside in a province other than the Province of Quebec. Although you indicated on your application form that you intend to reside in Toronto, Ontario, you currently live and work in Montreal, Quebec. Furthermore, you have not completed your course of study at McGill University. I am concerned that you do not intend to live in a province other that the Province of Quebec.

Therefore I am asking you to submit any additional information and/or documentation that would allay my concern. You have 30 days from the date of this letter to submit the additional information and/or documentation to me. Please ensure that you quote the file number indicated at the top of this letter on any information you submit. If you choose not to respond with additional information and/or documentation, or if your submission does not allay my concern(s), your application may be refused.

I look forward to receiving the additional information and/or documentation within 30 days.


I responded to clarify that I'm applying under the PhD stream and not CEC and asked if proof of relatives in Toronto would be acceptable information to show that I intend to live there. This was the response:

You may submit any documentation that you believe would demonstrate that you intend to reside in a province other than the Province of Quebec upon receiving permanent resident status in Canada. There is no one document that we can recommend as every case is treated individually; the onus is on you to allay our concerns as noted in our message below.

I currently do not have a job offer from Ontario and will not be graduating for at least a year. Other than relatives, is there anything else that can be used as proof of intention to live outside of Quebec?

Any suggestions would be greatly appreciated.

Thanks for your suggestion! Most of the applicants got the rejection letters before any document request, some were requested POF, CVs and PCC. Now, you can find the requested document between 2 brackets after the rejection reason.

You're more than welcome!

I got my GCMS notes today. The medical status only shows the primary applicant (Applicant 1) as "passed". The medical status of my wife is blank. Is it normal?

I personally think having relatives in Toronto is NOT a strong enough reason to convince them of your intention to settle outside Quebec...i mean, I'm sure alot of people have aunts and uncles and cousins in different provinces all over canada...by relative, if it is your sister or brother and you are single, maybe that would convince them..but i highly doubt it!
the only solid things i can think of are
1. a valid job offer like a PDF position in a province outside Quebec
2. Ownership of property/house/condo in a province outside Quebec (I know of a person who did this..but it was for the PNP and it proved his intention to stay in Ontario)

if anyone else has any more ideas to add to this list, please do so!!

Asbereth advises to pay it in advance always, as it takes time to attach the receipt to the application, it may make things go faster!

when did you order your caips?...did you and your wife do your medicals at the same time with the same doctor?..if so, then you might want to give the docs office a call to make sure they sent in your wife's file ;)

I ordered it about one month ago. We did the medicals with the same doctor. However, I did one week later than my wife due to my schedule. I called doctor after I've done my medical. I was told if they didn't call me everything is fine. BTW, Our ecas status shows "medical results have been received".
Ottawa even asked our pccs just three weeks before. I think they should received both medicals otherwise they won't proceed to request our pccs...just guess. Do you think it would be wise to send email to check if our medicals are attached indeed?

Was there any other requests before the PCCs? I am asking to add it to the spreadsheet.

Ya i do think you should definitely send an email enquiry to CPP-O!...becos if your wife did her medicals before you, there is no reason why her medicals column should appear blank especially since yours is acknowledged...unless her file didn't get sent for any particular reason...i know AST on the forum had some issues in this regard whereby the doctors office did send the files but due to some system error cic couldn't receive it...so just to be on the safe side, confirm with them :D
Also PCC request has nothing to do with medicals...i got mine even before the medical request ;)

Thanks anjuku.Just sent. From the tracker most people except for me get document request first and then medical request. But mine is flipped over...is it werid? :(

It is kind of weird..but, maybe they just want updated PCCs for their records.:)...but i forgot to ask, did you send the consent form signed by your spouse with your CAIPS??..becos if not, maybe that's why her column appears blank since they won't disclose her info to you without her consent :)
