Reading some of the comments here made me worried that my application, too, would be returned since on my letter of attestation, there was no direct mention that I have completed two years of my PhD program. The letter did state, though, that I had been enrolled as a full-time student on a continuous basis since Fall 09 term, and is currently registered as a full-time student for this term towards a completion of PhD degree. It also stated that I am currently in good academic standing (I had to specifically tell them to put it on the letter).
What I'm worried about the most is the fact that, it has to be two years towards the completion of my PhD program (which I have fulfilled), and my letter could totally be interpreted as though I had only been recently admitted to the PhD program, and had been enrolled since Fall 09 doing some other degree or something. Of course, if they evaluate my transcript, and also letters from my department, it would be clear that I have been enrolled in PhD program since Fall 09, but judging from some of the returned cases I've been reading here, it does look like that they wouldn't even bother looking at other documents if there was no direct mention on the letter of attestation. Hopefully if they do return my application, I could still make it before the quota is reached
