I'm sorry to hear that. It's so unfair that Feb and March applicants have to wait too much before hearing negative decision (if positive, I think it would turn out to be roughly the same timeframe). Have you prepared a new application? I think you should have enough work experience from TA/RA alone this time (without having to rely on your foreign work experience back home or adaptability).

So that one can apply OHIP for all members in the Application.
The only 'official' correspondence from them is the the email. Tell them that it's the only one you got, ask for eligibility form, then appeal. This has been the only way so far that we can obtain OHIP. It will take time, but then again, you won't be eligible for coverage until three months after PER anyway, so by the time you got your card, your waiting period will be over. So to summarize, the steps are as follows:
1. Go to ServiceOntario
2. Have them reject you, then get the eligibility review form from them
3. Appeal on the basis that you are eligible since you are eligible to apply for PR (the requirement is to be eligible to APPLY for PR, NOT to be eligible for PR, two different things; PER satisfies the former, not necessarily the latter, but OHIP only requires the former)
4. Wait for acknowledgement letter (about 1 month)
5. Wait for positive decision (about 3 more weeks after the acknowledgement letter)
6. GO back to ServiceOntario
7. Now you get the coverage (but by this time, you've probably not yet hit 3 months after PER)
8. Wait until card arrives (another 6 weeks)
