That is very curious. I would say you two have the same visa officer. It seems they want to give the impression that they are working on peoples applications.

It seems so, My letter has the final and doesn't have the last paragraph. However, I knew that the VISA office is what is really responsible for this eligibility.

Yes, the visa office is what is really responsible, but why do u think they have done that modification, do u think they are trying to avoid possible appeals or complains from people who get rejected by the visa office after having that letter that says "positive FINAL...." !?

And the question now is when did they first start to issue that slightly modified form of the PER letter, this might help understanding any implications or consequences of that modification ?

I m a Master student and only have a bachelor degree right now. I'm transferring to PhD soon. I'm wondering how many points I will get for education if I apply through PhD stream, given that I don't have Masters??

You have only you bachelors then. Use the the Application guide to calculate it, but I think is only 20.
"A university degree of two years or more at the Bachelor's level, AND at least 14 years of full-time or full-time equivalent study - > 20"

No one answered because this is clearly stated in the guide.

if both dj2009 and AST have ordered CAIPS, i think you can get an idea who their files were assigned to and we can see if it is the same visa officer ;D

Maybe it's after the first cap was reached? All the same, I don't think the change in wording changes anything as far as eligibility for OHIP and local tuition fee in Ontario is concerned. I suppose we'll see next term?

This is what I got back in April 17th 2012,
Based on a review of the information you have provided, your application has received a positive final determination of eligibility for processing on the basis of your enrollment in, or completion of, a PhD program as specified in the Instructions issued by the Minister of Citizenship, Immigration and Multiculturalism and published in the Canada Gazette on November 5, 2011.

Yes I showed a bank statement with more than a year account history. Bank statement is OK I am happy that they finally accepted my work experience

I guess the cic wants to speed up the processing as your PR is 99% granted. security and criminal check is nothing as u already provided ur papers and the MD is also nothing, it is just a short visit to the clinic and the lab.

But you are phd student and applying in the phd stream! soon you ll get the degree! I expected to get the full point for that!

I am among the first batch of 2012-13 applicants. Got PER on 7th Jan, 2013. My email does include "final" after positive.
And doesn't include the fine print line of visa office making the final selection. So, it is a very new change, maybe even a February one.

The officer was not satisfied that I was working for the company
