It doesn't matter if the money is sitting in the "saving account" or the "checking account" as long as it is transferrable, and it is ok to go below or over the required minimum amount as long as this "going below" is not a big amount. I applied in August 2012, and got rejected in Nov 2012 because I didn't provide any work experience. I thought the letter of attestation would be enough...
I have applied again with TA/RA and 3 years proof of other work experience. My application was received on Jan 31. Nothing else yet of course.
I have a question regarding the bank statement. Should the ~13k be necessarily in a "savings" account or does it matter if it is in a chequing account? What if during the course of application you go below the treshhold sometimes and go up again? Do they look at the average, or minimum balance?

Maybe that's why they booked me for the same day I called.
Why was she expecting re-medical? Was it because of the disorder? If Ottawa did not go back to slumber (though if they do, it wouldn't surprise me to be honest), I don't think it would take that much longer between your medical and passport request. I wonder though, what if your passport is with them while your visa and permit are getting expired? What kind of disorder? Are you a guy or girl? Aren't you from Brazil? There's a list of diseases somewhere that make someone ineligible for PR. Check it out.
