In some provinces like Ontario, you are eligible to pay domestic tuition and fee after getting PER.

It depends on your residential province, but you can not claim yourself as PR.
I know that in Ontario you can pay domestic tuition and fee after getting PER.

Started processing application on April 22, 2015.
Medical request and RPRF on April 23rd and I have finished those on may 4th.

In BC, Uni wants paper that stamped with passport or PR card. But, they will adjust the fee for that semester to local.

I think all you need for landing will be provided to you when you get your VISA in a hard copy.
