This is not quite right actually. One of my friend submitted application on 1st of Aug and recvd on 3r august. They got the PPR on Feb and landed on 10th March. For your information it was their first application. It might be due to security check which delay the processing but not necessery to be 2nd or 3rd application.pouyan_SASK said:I just called CIC. My conclusion is that they have put aside October applications and it is not clear if they are going to resume anytime soon.

I honestly doubt CIC call center agents are giving you such information about security screening by phone.
Call center agents cannot access your file, all they can see is the general information you also see when checking your eCAS status.
There are a few comments here from people saying that they called CIC and that security checks are incomplete or not started or delayed. Honestly, I do NOT believe these comments are true.
Call center agents will only be able to access your file once you become a permanent resident and they can therefore check the status of your PR card application.
Call center sure has access to your file though only through real-time GCMS notes. So instead of ordering for the notes and wait 30 days you can get the info from note by call.
