Not yet. I am still waiting. Due to some mistake at CIO, ECAS shows my application has reached there on October 8 ( instead of September 8 ) and as result, my timeline matches October applicants. I think most of September applicants have already got MR. Did you request any GCMS notes?

yes, it shows my file has been delivered to CPC O but the medical was "not started" yet by mid february

People on the other thread (FSW-Ottawa) report getting their MR almost every day. They have different timeline in Oct one of them was Oct 24. However, as far as I know, no one has reported any MR in the past two weeks on this thread . I also haven't heard anything outside of the forum. I have a very limited network though.

I appreciate if anybody else can let us know if he/she has heard any MR for PhD applicants in the past two weeks.

I think CPC-O has stopped issuing MR for PhD applicants. I saw many October applicants (other NOCs) who got MR recently but no PhD applicant from October.
