Since that is the company's policy, it should be ok. I see no reason for the Visa officer to raise an eyebrow. Was this an ADR?
Thanks for the reply, not it wasn't i just pointed this thing out in the loe as i wanted to highlight that the person who knows the content well is my direct manager while the HR is the signing authority only and of course he had to confirm its content by making the hr team review it first before him signing. Is that ok? .i hope i was clear

The way you explained it here is pretty clear, so it should be clear to the VO. It's company policy and out of your control. If you search the forum you'll find many whose job/employer refused to provide reference letters and have gotten PR.

Thanks so there was no harm to say that even though the letter is signed by my HR manager, its my direct manager who wrote it. And i also mentioned that the letter was revised by the hr coordinator before having the hr manager sign it. ?

It's actually you direct manager that can attest to your job duties, so he's the right person to draft/write the letter; but company policy gives HR the authority to sign.

I have tried calling Accra visa office without success. The phone rang
If you used the webform to send the document, somewhere along the process you're asked to select your Visa office; if you selected Accra, then the document goes to Accra. However, if you want to be double sure shoot them an e-mail at accraimmigration@international.gc.ca.

You can't get your status update on the phone. You must either use the webform or send an e-mail.

I also made several attempts to call them on +(613) 960-1000 without success. The phone rang but nobody picked. How can I be sure that my documents have reached them to avoid rejection. Kindly assist with suggestions.
They usually respond after about a week. If no response then, resend the e-mail with the document attached. You should've gotten an automated response using the e-mail though; I assume that the e-mail is in your list of sent mails.

Thanks, I just sent another one and I got automated response immediately. I have also dropped the documents in their email address above. I appreciate.

Well, looking at the guidelines on CIC website is not wrong, however, if the job duties were copied word for word, then that can be misconstrued.

The letter started by saying that Mr xxx is mainly responsible for implementing, planning, assessing, investigating, designing and testing of various electrical systems and components in residential and commercial buildings (are these copy pasted from the lead statement) and the following are his detailed responsibilities.
1) Examining and investigating any electrical components malfunctions or electrical system/s failures, as part of the post-installation support service and taking the necessary action/s in order to rectify it.

2) Commissioning, expediting and supervising the tasks of testing, installation, modification, and renovation of electrical systems and its components (such as light control systems, SMATV systems, CCTV systems and audio systems) performed by specialized subcontractors’ teams (if required).

The noc 2133 states

Lead statement :Electrical and electronics engineers design, plan, research, evaluate and test electrical and electronic equipment and systems.

Duties:

  • Supervise and inspect the installation, modification, testing and operation of electrical and electronic systems and equipment
