Yes, those NOCs are eligible (NOC 21100), as far as I know. The letters for those 2 periods (Mar 2015 to Feb 2019, Mar 2019 to Feb 2020) are much more detailed as I drafted them and asked the supervisor to sign it. The one that was rejected was made by the department I worked.

Edit: Just checked my ITA and it says that I received 50 points for the Foreign Work Experience Criteria. So now I'm even less sure on how the -12 pts happened.
When you got your ITA, there was a score sheet with all your points. Can you copy paste it here?

Indeed.. do you know how they calculate 1 year for the foreign work experience? If the job started March 1 and ended February 1 the following year with 40h/week, would that count as 1 year?

Your skilled work experience must

  • be in the same type of job (have the same NOC) as your primary occupation
  • have been obtained within the last 10 years, in Canada or abroad
  • be paid work (you must have been paid wages or earned commission—volunteer work or unpaid internships don’t count)
  • be at least 1 year of continuous workor 1,560 hours total (30 hours per week)
    • You can meet this in a few different ways:
      • full time at 1 job: 30 hours/week for 12 months = 1 year full time (1,560 hours)
      • equal amount in part-time work: for example 15 hours/week for 24 months = 1 year full time (1,560 hours)
        • You can work as many part-time jobs as you need to meet this requirement.
      • full time at more than 1 job: 30 hours/week for 12 months at more than 1 job = 1 year full time (1,560 hours)

I am confused how foreign work experience is calculated, I only got 25 Crs points for 7 years full time work experience in Noc 22221.
