Considering my case alone I'd say yes. Talking to two friends who have had their processes finished already, they told me that nothing on GCKey portal shows "completed" until your passport request email is sent (except for medicals and biometrics).

As in tracker I can see my background, eligibility completed since 9th Jan 23. But for my dependent BGC is in progress since 9th Jan 23. Eligibility has not started yet for dependent. VO is Sydney CIO. Anyone is in same track?

Your dependent's eligibility will stay the same - it will never change to "completed" even after you get your portal or email. Call IRCC to learn about your status or file a GCMS note to learn where your application is stuck. You are almost past service level standard time of 6 month now.
 
My case is handled by immigration consultant. And he is asking me to wait. That's why not able to raise GCMS. I have called IRCC multiple times and they too are saying to wait as the processing time for Express entry PNP applicant is 10 months.

I just checked the processing time on IRCC website, and it says 4 month for CEC under Express Entry... Where are they getting these numbers from? Been waiting since Nov, and haven't received any updates in the last 6-7 weeks...

Are you Inland? Reach out to your MP and explain to them that your Application is well outside of the IRCC processing advertised timeline. They should be able to give yours a push. Since i'm PNP-Inland (CEC Sub Qualifier) the PNP processing time is 10 months (makes no sense but anyway) - so it's just a waiting game for me.

I received CBSA notes today, it says "C-Check submitted for PA" on the date that background verification in my tracker changed to in progress. does it mean a comprehensive security check?
one month after this date it says "additional verifications ongoing", and ten days later "verification in progress Dd pushed 30 days"
does anyone know what these phrases mean?

C-Check definitely sounds like a Comprehensive Security Check
 
It normally takes 110 days right? 90 days have past
Depends on the complexity, and whether it's under enhanced security screening. Can take upwards of 1-2 years for some cases.

How should I know if it's under enhanced security screening? It doesn't say anything about that. Just C-check sumbited

Enhanced / Comprehensive is essentially the same thing.

A Comprehensive Check for Canada
A comprehensive check is a more thorough security check conducted by all screening partners, especially the CBSA, but also other intelligence agencies.
  • If the case official at the CPC in Canada (or the Immigration Program Manager when the application originates at a Canadian mission overseas) suspects that the applicant is inadmissible, then they have to request a comprehensive check.
  • A comprehensive check is also the preferred option when screening applications for permanent resident from overseas, but in some cases a Record check will be deemed sufficient for outland applications.
  • Because it involves sharing information between agencies it generally takes longer to do a comprehensive check compared with a record check.
In other words, if it has been 2 or more months since your application passed its eligibility review but it is still being screened for security, then the application is most likely undergoing a comprehensive check due to admissibility concerns.

Please note as well that for permanent residence applications originating overseas rather than an IRCC official at a Case Processing Centre (CPC) in Canada initiating the request, it will instead come from an Immigration Program Manager at a Canadian mission (an embassy, consulate, or high commission) overseas.
