At the outset apologies for getting back late...

Regarding your doubts

1. Security screening and security- security screening (less important) during security (more important) and even if your security is passed you will get to see "BLANK"...either on admissibilities page (middle of your notes or page 2 or anywhere)...it will always go between not started and blank...never passed...I don't know the difference between the two or what they look at..

2. Just coz now (on your notes) you are seeing blank does not mean it isn't completed yet...it might be completed but not sure(that's the catch with security)...but the good news is that it has started and its been a month now that it is still being processed and you ordered your notes (so youre further ahead in the game)...The reason I believe it might have been completed is because of the fact that you see section 15 on your notes and officer review..

The reason for delay
1. sometimes Ottawa takes time to verify docs from PNP...I have seen this happen earlier..even when security was blank and section 15 was mentioned...
2. Another probable cause is- due to military service, security takes a little bit longer....seen this happen earlier as well

If the provincial nomination validity is expiring before VO / CIC issues PPR, will they ask us again to get PNP certificate validity extended? (just as how they do for Medicals validity?)

No. PNP validity is required until eAPR only.

No, one would not be required to get PNP certificate validity extended.
I was asked to submit schedule 4 economic classes form at the expiry of PNP certificate validity. Though not sure it had anything to do with PNP certificate validity.
 
I have security screening - and here is my understanding after extensive research:

Applicants with a particularly concerning background (such as a specific natural origin, or a military background, or frequent travel to certain countries) usually warrants the visa officer to request a security screening to be performed. This means that in addition to a quick security database check, the applicant's entire file gets sent to several security agencies in Canada (CSIS, CBSA, and RCMP) and the applicant's profile undergoes an in-depth check with includes getting in touch with the applicant's country of origin, and any other countries the applicant has lived in. I hate to be the bearer of bad news, but from my experience (and of others, that I know of,) this is an unusually long process, that, in most cases, is stretching beyond a year (I know of many people who have security screening, and have been waiting for longer than a year in Express Entry.)

It is also my understanding, that CSIS is usually the quickest to return the results of these queries to IRCC, with the delay being mostly due to CBSA taking an extremely long time.

I wish I had better news - but that's how it is!

Hey Maroo, may I ask if you are inland?

I wonder what this group 'PNP Secure Outstanding' we are means. There is another person from august in this group as well. I wonder if most PNP inland applicants are in this group as PNP inland are taking longer to complete after 2nd BKG Check. Has anyone seem this group before?

No actually PNP Outland
i am not sure what it means, but i guess either it is a group for the applicants while verifying their PNP.
or it a group for PNP applicants who are still under security check , but it is all guessing .

that's common-it happens in batches, so does RPRF, PPR, etc

PPR - 14 FEB (After perfect 7 Month)
COPR (Visa Stamped) - 21 FEB
