So when do they check our eligibilty ? I mean after our medicals passed and it says background check in progress ?

Primary eligibility check is done a few days after AOR in the CIO (Central Intake Office.) This step is done by junior staff, and if everything looks good, eligibility is usually marked as "Met" or "Recommended Passed."

After your medicals and criminality are passed, and your file is transferred to your local Visa Office, a Visa Officer (senior staff) will review your documents and eligiblity again, and at this point, it will be marked as "Passed" - this is usually the point in time at which Background/Security check goes into progress. Here is an exerpt of my notes, during which the visa officer does final eligibility check:

My BG is not started. does any one has any idea steps/cycle for background check. i.e. Not needed -> Inprogress -> not started ????

guarang: background check is usually not needed - however, for some applicants, it says not started.

In my experience, not started can go to not needed, and then to in progress.. but in my case, it went from not started, directly to in progress.

Do not worry, everyone has the same status! They work in background and update at the last stage. If u want to know more detailed status of ur file then order GCMS notes.

Initial scrutiny done at CPC Ottawa n u r being recommended passed by case analyst then it will transferred to local VO n they will process it

How we came to know whether file is in Ottawa or at our Local VO, as their is no update in our GC Key account, kindly revert

If AOR received in Jul 16 and the file status is still showing OPEN as on date, whether their are any chances for Rejection. i mean to say at what time we will get sure that file is complete and no further documents are required by VO.

Usual time taken for processing is 6 months, it is an average time taken to process. One can not guess exact time as it depends on the complexity of ur file.

U can order GCMS notes to know intermediary updated about ur file. It charges 5$ if u have ur friend in Canada and he/she can give consent for that. Or it will charge 25$ if apply from third party sites. Just google it u will get lots of third party sites
