Primary eligibility check is done a few days after AOR in the CIO (Central Intake Office.) This step is done by junior staff, and if everything looks good, eligibility is usually marked as "Met" or "Recommended Passed."
After your medicals and criminality are passed, and your file is transferred to your local Visa Office, a Visa Officer (senior staff) will review your documents and eligiblity again, and at this point, it will be marked as "Passed" - this is usually the point in time at which Background/Security check goes into progress.
