Yes. On surface, that's the reason. I got my ITA in 10 days. I was waiting for one final paper, otherwise I would've applied a week or so after that. One of my colleagues got his PR in 3 months, from the day he received his ITA.
The other, who went through the old system, is still waiting to get his and says that with their processing times he wont see it for another 8 - 10 months for sure. That's NOT counting all the time he has already been waiting.
Express Entry is definitely faster. And when you take into account everything that goes into it, realistically 6 months is a great timeline to receive the gift of a brighter future.

I mean we all see eligibility in review until the last second. That is why the wait is brutal.
