For Oct-Dec I think the numbers were impacted due to Syrian refugee visas for 25000 people and things started moving from Dec onwards.

My assumption is that Jan-Mar AOR's will see early PPR's as there is no refugee crisis to deal with and the ITA numbers having been going down substantially i.e. less cases to process.
