Can we even make 20 same IDs? It is also hard to believe anyone would give someone elses correspondence address.
This type of stories are not to be encouraged because it just create panic for new comers. Especially from those who are not on this forum.

This story seems canard .
OINP and Cic ( or any Canadian immigration stream ) is one of the most planned , tested and well designed format . They are not booking travel tickets that they will miss on an important detail like that .
Canadian immigration is famous for double , triple check of documents . They have several layers and stages where documents are checked twice thrice and more and more information is asked to seek clarity .
If all the documents and applications are genuine ( does not matter who when how helped them ) and includes processing fees there is no way your application will be rejected . However if the representative form is missing they might return your application for missing documents but mostly they will simply ask for it .
Stories like these put the integrity and image of Canadian immigration in jeopardy. This will discourage and demotivate people .
However it's true that everyone should be aware of consultants who are only trying to grab money . CIC Has each and every process mentioned very clearly online . The process is simple but consultants sometimes make it difficult . Do your homework . That's all I will say .
