Could be that, or maybe they just do a quick completeness check (and maybe a med check if it can be done quickly) to see if they need to refuse an application right away. At that point the RoE goes in progress, and they put the application aside to work on more pressing applications, like earlier AORs, until about 3-5 months mark, when they get back to it.
Basically I'm thinking they're constantly racing against a 3-5 months backlog, apart from few unusual cases that are processed pretty fast (maybe in case of re-applying or if it's a very straightforward case).
