They all are mostly processed in Canada and may be security CHK takes less time for them. Hope to see PNP Outland getting PPR soon.

For more CEC-Inland background check by external agencies taken place before, they are considered 'checked' i would assume, so it takes less time to get them from A to Z.

Medicals passed: around 20th October
BG - NS to IP around 20th Oct
BG NN - 19 Nov
Medicals in progress and passed 2nd time- around 20th Dec
Additional Docs asked - 16th Jan 2017 (Travel history and Family info)
Submitted 18th Jan
BG IP 2nd time - 19th Jan
Email from CPCO Final request - 25th Jan around 8.30 PM MST

I'm not sure about the processing time being sped up, according to the 2015 Express Entry Year end report the processing times in months for 80% off all applications are equal to or less than the following:
FSW - 4.7 months
CEC - 3.5 months
FST - 4.9 months
PNP - 3.8 months
