Can anyone please explain what is the procedure to apply for PNP from outside of Canada? for example if anyone want to apply for BC PNP, how he/she would do that? As far i know that to apply for PNP someone must have a job in that province.

Logined MyCIC this afternoon, saw an "Updated" on Detail colum, clicked into it with shaking fingers… nothing changed… when I went back main page I saw it turn back "Submitted" again.. No ghost mail. Any one seeing the same situation?
