FSW Outland AOR Nov 15 applicant here. Medicals updated as passed by Nov 20. Since then, no further updates. Background check not started. No additional documents requested till date. Is this delay normal? Did not pay RPRF upfront.

Yes, its normal

I got AOR nov 5th
medical passed
and yesterday they ask me for RPRF fee. Still, they did not ask me schedule A form or other doc.

Guys I want to share some thoughts with you. I have received my GCMS notes and investigated something. My AOR was on 19 nov, they started processing my application on dec 02. Same day they started reviewing eligibility, criminality, meds and something called "other reqs". Meds and other reqs completed right away, eligibility updated to "not started" and criminality is in progress. Security updated on dec 06 and states "not started". Criminality updated on dec 15 and shows completed. So far from dec 15 no updates, eligibility and security shows "not started". It means my application is still in CIO, but I see some update on jan 13. It states the following:

Assigned to: RC-9515
Assigned by: GJ01140
Due date: 2016/01/13

So far I found out that RC-9515 is ottawa office (or officer). Does that mean my file has been transferred to Ottawa already? it doesn't make sense as I thought they send application from CIO to secondary offices only after background check is done.

Bhadduki, CIO is Centralized Intake Office - primary office where your application for PR goes first for your backgroun check. CIO does not make any decisions. After your BG check is completed CIO sends app to secondary office (mine is Ottawa). Secondary office make the final decision. Though my notes say the file is in Ottawa now, my BG check is not completed yet so that's why I am a bit confused.
My notes were ready in 1.5 months

That is right!! Outlanders are being processed much faster .

I think that's only the case if the secondary office is a local VO with a relatively light workload...I've noticed quick PPRs from Kingston, Singapore, New Delhi, Pretoria, Bucharest, Warsaw, etc.

I'm an outlander and I think my secondary office will be CPC-Ottawa because of Manila VO's workload.
