I thought you can only go with the privacy act when you're requesting information about yourself, and that means, you have to be in Canada to do that? - your friend can order on your behalf but you need to give your consent..... if you have ever received any correspondence from CIC, then check the bottom of that letter; it should show which visa office has sent you the correspondence. alternatively
you can google search canadian visa offices outside canada and look for your country's visa office; most likely your application is processed at that particular visa office. i think its new Delhi visa office for Indians. Hope this helps.
