I got similar reply from Ottawa. Its really sad that Pretoria VO doesn't even reply CSE on time. My last CSE automated reply said that they will reply in 10 business days which is tomorrow. He took my application number, verified a bunch of other details and put me on the longest hold.... Then he came back and said "Your appln was transferred to Pretoria. But Pretoria hasn't received it yet." :-\ So I asked "When was it transferred?" Then he goes "It was transferred in December".
I also asked him "Can you tell me something else about the stage my appln is at currently? Is security, criminality etc passed? Is it in final stages?" He goes "Ottawa has done everything it can from here. Only Pretoria can help you now. Please contact Pretoria."
But the local VO here at Pretoria doesn't even entertain calls or inquiries! Except for raising a CSE which does absolutely nothing for a month or longer, there is no way to contact them!
Bottomline/TL;DR My file has been transferred to local VO Pretoria in Dec 2015 and Ottawa has done everything from its side already and cannot help on a case which is stagnating at Pretoria for 5 months now! How ridiculous does that sound!?
What would happen if a local VO simply does not take action for months and months and CIC Ottawa is not bothered either? I don't know how to get these lazy idiots here to move on the appln!

Under Paper File History, it says Received after workload re-distribution to Pretoria. What does it say under the section "Paper File" (last few pages of GCMS notes)? Does it acknowledge it's at Pretoria?
Mine was only forwarded to Manila VO in March, so don't tell me I won't hear from them until August. :'(

I really don't think that this means your file will also stagnate at your local VO. Relax. I think every VO is different.
