They do mention the VO. But if your wife is going to be in India at the time of PPR, You can send an email to change the VO for your wife. you can always request them to change VO for ur wife. e.g if she is in India CIC can change the visa office in the same country. Nmeka, is right. Change the VO office... as i read somewhere in forum about the same situation... they sent a letter and got vo changed.... but make sure to land together.. yes You can change it afterwards.
