Submit your passports today or tomorrow maximum...if you are in Delhi they will return your PP with COPR in just a weeks time. Then you can resign. If you don't mind taking the risk you can resign immediately too...PPR mail is almost a certain indication of a COPR however there still is an infinitesimally small risk of something going against your favour.
