I have also paid my RPRF on request, paying by MY CIC means uploading the receipt in my cic and then resubmitting your application, if last time, you have not got the message- Provided in two-three days after submission, it means it never reached them.
If you just uploaded and never resubmitted your application then also it was not complete and would not say provided.
If you had "Provided" and still they are asking it again, it means it's a technical glitch. In both the cases just upload your earlier receipts again and resubmit and check what happens this time in two days, If it says provided then you are good. No need to pay it again. I think, it's going to be O.K.

		 And my application would have been long rejected if I did not re-submit the application with uploaded receipts 2 months ago. As I mentioned, both RPRF uploads are still there on MyCIC account with the status "Provided". Now, there is a third field for RPRF right below the already provided two. This is definitely a technical problem. I'll do as you suggest (upload the already uploaded receipts again) and raise a CSE to let them know about this.
