I am confused about RCMP record check. I am currently in Canada (on visitor status) since February 2016 and haven't yet crossed the 6 months mark.

I think this is a check that happens for some inlanders who happen to have the same name as someone of interest in the RCMP files, so they need your fingerprints to clear you and verify that you are not that person. Typically CIC only checks with RCMP by name, so most PR applicants are not asked to do the fingerprint check unless your name is flagged in that check as potentially of interest. As far as I know with most places that do this, the fingerprints are taken and transmitted electronically to RCMP directly so you don't need to mail them yourself.
 
I finally landed 3 days ago. there was a 7 hours wait for me in the border tho lol

if you plan to land in Niagara Falls, make sure you go very late at night otherwise you'll be screwed like me haha
 
I submitted my passport through VFS to the Canadian embassy in Moscow for visa stamping.

Somebody know how long normally take to get the passport back?

I am also sinp nominated, but when i email them abt extension of sonp nomination, they reply that i will apply for extension when previous file's decision made. My sinp nomination expired on 27th june

Yes, my PR is still in process, 120+ days. I had mentioned the same to SINP that my nomination is about to expire and the application is still not finalized. they responded after my second reminder email that its now extended for another 3 months and that's how they do it, 3 months at a time and only twice.

There is a form and a process to follow for extending nomination.

Is this actually required? AKAIK, It doesn't matter if your nomination expires after AOR.

Not required, nomination can expire post eAPR submission. I got this done to ensure in case of rejection (god forbid) I will still have a valid nomination to reapply. I was 3 months into the PR journey when my nomination expired. Applied late due to some reasons.

SINP has a process defined for extensions & amendments, however I have known OINP cases where applicants were able to transfer the nomination (while Nomination was still valid) to another EE profile due to rejections for different reasons. Not sure about extension though, never heard of it.
