Questions:

1. I renewed my passport this February and I did not update CIC with my new passport info, so they only have my old passport info on their record. Do I need to mail both expired passport and new passport to them, or only mail the new passport?
2. in CIC account, the status has not changed yet, it still shows: bk in progress. Is it normal?

while you and Aragorn165 are correct & the understanding of the PN is frozen once the PR application is in process, is well understood by all, this is a sort of contingency action for worst case scenario, where, if due to any reason, the application is rejected then you are left from both the ends. and only way out is to re-do the entire process of PNP filing. Which is universally known might take frustrating long time.

I mean, in that case, you would need to have the nomination, new or otherwise, transferred to a new Express Entry profile regardless (since your old profile is deemed ineligible upon a rejection), so you'd have to reach out to the PNP and get a transfer no matter what. You can't sidestep that frustration by asking for an extension on your current PN, especially since it is unnecessary to ask for one in the first place in the PNP's eyes.
