Yes this is the very first time I have applied to CIC
 
After the change in my status on BG and change to "Not needed at this time", I have checked my profile at least 200 times since last night. Either my computer's keyboard is going to break or I will have a massive heart attack due to stress >__<

I would be happy instead of stressful if my BG has any change at all.
They assess application based on different stages and usually transfer to different offices a lot.
This change usually indicates the previous assessment stage is completed and your case is being transferred to another VO due to work load distribution.
Stay put buddy, trust me it's a good sign that your case is being moved.

It can get quite frustrating. There has been no update on my app since past 38 days!

Didn't realize you're PNP inland as well, when did your BG change to not needed at this time,is it yesterday?

AOR March 21st
April 2nd additional documents requested and submitted
April 6rd Medical Passed
April 6th BG from "Not Needed at this time" to "not started"
May 2nd BG from "Not started" to "Not Needed at this time"

PNP inland from Toronto.

Ha, if you add 10 days to each of your timeline it'll match perfectly with mine, which I'm also from Toronto.

It is highly possible that your R10 completeness check is done, and file is transferred for A11.2 eligibility verification.
I, by accident, ordered a GCMS notes when my file is only 2 weeks old and found out that there's a task due on the 6th week of my AOR. The timeline matches with yours too as if you see on yours, the date your BG changed is exactly the 6th week after your AOR.
And i've seen many cases just recently for PNP candidates that the BG doesn't go to in progress from not started as expected, but go back to not needed at this time within the first 1 and a half month, and after 2 - 3 months of dead silence, go to in progress a few weeks before their PPR. So if i'm correct, we should be following the same trend as well.

If CIC has asked for an additional documents request, you will find your UCI on the top of the letter in your Inbox message

I got my wife's ECA done recently. We didn't declare it in the EE application and it wasn't a factor in calculating points for EE profile nor getting the ITA.

Should I go ahead and upload it through CSE now? I don't know if it will help my case, but I reckon it won't hurt it either.

There has been absolutely no activity on my profile since I got AOR on March 9th, 2016 (not medicals, no BG...nothing) Its almost 2 months now. I'm worried that my EE file is going unnoticed under a pile and I'm wondering if submitting this CSE will get it some attention.

Has anyone else gone through a similar experience? Any help will be much appreciated.

No need for updating CIC about spouse ECA, this will add to the time for processing.

Order GCMS note to know whats happening on your application.
