Any idea why they did not did not do a background check for you. Do you happen to know what exceptions are for background checks

thx

Many countries require a letter from CIC to provide a PCC. I received the letter from CIC after AOR and used that letter to obtain a PCC.

Yeah that was it exactly for one of the PCCs, and the other one was FBI for which I'd provided a very detailed LoE. Still, it was a huge relief to get both the extension and the actual FBI cert this past week.

Well I have no clue on that, All I know is After AOR BG status changed to Not Started and later it changed to Not Needed at this time.

All I can guess is I have extensive Travel history to US, Canada, China, Germany, Hong Kong etc so it might be one of reasons.
Also I read some where that they have outsourced companies to submit BG for each & every candidate, So it might be that the Agency is using some algorithm ....

Thank you Graciekay, GokulGuruprasad & VNC007. Goodluck to you guys.

Sent out my passport via courier yesterday.

My BG check moved from In progress to Not needed. What does it mean?

It could mean either of two
1. BG check is not needed in your case as the officer is convinced with your file and docx submission

2. If it is changed to Not Needed at this time, it means that Currently your file is being evaluated on other grounds and BG check needed or not will be decided at later stage

Thanks! For option 2 what might constitute "other grounds"? Also what would be the next step if 1 is the case?
