For most of the people, the answer is no. I got my TRV (with validity of around 10 years) while my PR was in progress. Before sending the TRV application, I contacted the visa office and they sent the following email:

Dear Sir/Madam,
Yes, you can still apply for a visitor visa even if you have an application for permanent residence.
The application for a temporary resident visa ( visitor) may be submitted online or the paper application may be submitted to the Visa Application Centre (VAC) located in New York City or in Los Angeles. Processing may take from 15 to 20 days or longer.
