Thank you Mike for the response. Yes, these are IT Security certifications. There is very think line between over complicate and misrepresentation. IRCC has kept many things on guessing and their rejection rate is something worrying me.

Buddy, I understand your concern and it is valid to be paranoid about these things. My first choice would be not to mention about such memberships since they don't matter from your PR eligibility standpoint.

However, if you do mention these memberships, make sure you describe them in full detail and add any links for their websites. E.g. "It is a globally recognised IT Industry certification / membership with credential holders/members located all across the world. I am not claiming any points on account of this certification. The examining organization is based in XYZ City, ABC State, USA. I attained this certification / membership on XXXX date and it is valid through XXXX date."

You definitely don't want the COs sitting on your application wondering what these memberships and the organisations mean. I am an IT guy (ITIL Expert, PMP, PRINCE2 Practitioner) so I was able to make out what these are.

The Police certificate from PAKISTAN that you provided with your application is not acceptable
as it does not cover the full period of time spent in PAKISTAN. "You have indicated in your
address/personal history that you resided in PAKISTAN from MARCH 2003 to AUGUST
2010."
Even i have provided the certificate 2010 to up to date. In 2003 i was not 18 year , i was 16 in 2003. Pakistani Authorities had issue my PCC 2010 onward. based upon this reason IRCC cancelled my application.

Please help me what should i do now.

If you were 16 in 2003, then you were 18 in 2005. So you need a Police Certificate from everywhere you lived since the age of 18, in your case since 2005. You said that you have a certificate from 2010 to today. What about 2005 to 2010?

You turned 18 in 2005 so you should have provided a PCC from 2005 onward. There is nothing you can do about your refused application.
Apply as soon as possible with a new PCC that covers your time in Pakistan from the age of 18.

Whats your timeline? When did you submitted your eAPR and when did you i got AOR. Your stream and visa office

IRCC did not mentioned me about what time period they demanded. I have been living in Pakistan since birth so there was not any ambiguity left. I mixed up with PCC required only for outside country you stayed more then 6 months. I thought i have been living in Pakistan since birth but i have changed one city for study purpose. I was not informed about if i change my city PCC required

For Pakistan, from my understanding, you receive a PCC from your local police department but that covers your local town or city. If you lived in multiple cities, then you need a PCC for each city. This is what I have come to understand from other Pakistani applicants.

You may have to go through the entire process from the beginning i.e., create a new profile and upload all documents again.
