I think you need to remember that each application is unique. You should not judge your progress using some other folks report, your application is unique. Usually BG for CEC applicants goes back to NN, and then again to IP second time i.e. IP(2) on trackers, before getting PPR.
BUT
some lucky CECs got their PPR, after just first BG change, but rarely.
Let's see what good is coming our way.
