No need to worry. Before the systems changed on march 06 my BG and few others whose status first changed on Feb 18-20 also got BG change back to not needed. I am CEC outland candidate. I received my AOR on January 7, 2017. Medical passed February 17, 2017 and same day my background check went in progress.
Later I opened my profile on March 1 and without any update in my email my background status changed to non applicable. After reading the thread I emailed CIC asking the visa office processing my application and they notified me its Case processing centre Ottawa.
1. Is it normal for background status changing from IP to NA? YES, remember NA is the new NN, you'll probably see it move back to IP just before you PPR
2. Also I am presently in India and shouldn't be New Delhi office processing my application instead of Ottawa. Not necessarily, I think CPC-Ottawa is teh default for CEC processing, so it will go to NDVO only if they need an interview or some kind of local verification
3. Approximately when I can expect my PPR. 80% of applications are processed within 6 months of AOR, anything moe specific and we'll all be guessing

It looks like that have not transferred your application yet.
Sometimes it takes awhile for them to transfer your file. You might still be going through some checks at CIO.
CIC decides where each application will be finalized, depending on workload distribution. So you might think your file is somewhere while it is somewhere else.
